Indicative estimate based on the European Commission guidance of 5 October 2026. The final amount is set by customs and the carrier. This is not legal or tax advice.
How the estimate works
- A customs duty of €3 per item applies from 1 July 2026 until 1 July 2028, only to consignments worth up to €150 sold at a distance. Goods that get preferential or customs-union tariff treatment are excluded.
- Under Article 2 of Regulation (EU) 2026/382 the €3 duty applies where VAT is paid through IOSS, or where the goods are in a “postal consignment” – since 2026 defined as a distance sale worth up to €150 without IOSS, whichever carrier delivers it. Without IOSS, goods declared with a preferential tariff (trade agreement) can get that rate instead of €3.
- An item means goods with the same tariff code, description and, where required, origin: 5 T-shirts = 1 item (€3); a T-shirt and a watch = 2 items (€6). The same goods from two countries of origin can count as 2 items.
- A Union handling fee of €2 per item applies from 1 November 2026 to distance sales of any value (also above €150), with no end date. It is not refunded.
- With IOSS, VAT is paid at purchase on the price you pay; the duty and the fee are in that VAT base only if the seller charges them to you. Without IOSS (and always above €150), import VAT is charged on price + shipping + duty + handling fee.
